First, replacing the PLC with a different type would probably void the UL label. The real question is why do they have a listed panel? The NEC does not specifically requires it but may juridictions do. Did their insurance require it or maybe the manufacturer simply labels all of their panels and the labeling it not really required in this installation. If it needs to be labeled, you may have to pay a UL inspector to review it.
BTW, it UL508A, not UL508. UL508 is for components and UL508A is for the control panel as a whole. I've been around many UL inspectors and they point this out reguarly.
