UL does not "approve" anything. Only the AHJ can approve the use of something.

UL does list or recognize products and this will often lead a AHJ to approve its use.

If by straps you mean the single hole nail on clips my guess is that they are part of the conduit system and thus have to be listed.

Yes, UL does list conduit straps, and generally the UL bug is stamped or pressed into the strap so as to be easily visible after installation. So technically if you are in an area where NRTL listing is required, an AHJ could red tag an installation in which someone used unlisted straps or where for some reason the UL listing mark is hidden from view.
