UL field listing for Evaporative Cooler for RV / Passenger Vehicles?

Trying to build a portable Evaporative 12v cooler, with a 12v water pump and 12v fan for hot, dry climates.

Does it need to meet any UL listings to be resold to a mobile market or can you just follow?
Does UL field listing work if you make it a fixed unit?

I read this from another forum: "UL field listing is only for permanent installations though, and not for portables."

Not sure if a being on a motor vehicle makes it portable?

You're in the wrong industry.

UL and the NEC are not of much relevance to the RV market. However, there are various other trade groups, like SEMA, that are. I'd look at some other products aimed at the same market and see who their trade associations are.
