UL Listed as an assembly

Recently a client hired us to extricate himself from a problem he had run into with a local inspector. The problem as it turns out boils down to particular type of Line Interactive UPS marketed to the Ambulatory Care facilities market that had a UL listed Inverter but was not UL listed as an assembly.

It got me to wondering what the requirement if any is there in the NEC to require UL listed equipment. I know that in 110 it says that listed equipment needs to be installed in accordance with it's its listing. But is their a requirement at least for some types of equipment to actually have the label.

I believe the problem is that while you can provide non UL listed equipment, the inspector can then apply the his inspectional attention to the inner workings of that piece of equipment. Whereas as if it's UL listed, it's considered a black box that has been sanctioned by the right people and therefore not subject to question.

Is that about right?

Is there any requirement in that section of the code that requires the use of a UPS as opposed to using a battery Bank, a charger, and an inverter as separate entities?
