I am searching for the UL listings for Federal Pacific breakers. I need to know if a three pole, 20 amp stab-lock is UL listed to be used as a two pole breaker. Thanks for any help.

Whether or not ANY of the FPE Stab-Lok breakers are still UL listed is another issue. That's essentially what put them out of business; losing their UL on the Stab-Loks.

Current FPE breakers are listed under Square D.

They only lost listings for some of the two pole breakers, not the complete line.

And IIRC, the loss of listing was from construction problems and faking compliance tests, not necessarily for design defects that could not be remedied.

Not the Stab-Lok residential breakers, only the molded case industrial line that was Federal Pacific Canada, separate company.

Compatible with old FPE panel bus bars from the problem era, or only rated for new panels?
I seem to recall that Federal's Canadian operation did not have quite the problems that the US division did?
