UL Listing requirement in CA

If memory serves me, the Oregon Electrical code requires equipment to be listed when there is a listing available for such equipment.

Does anyone know of a similar requirement for California and where it is written?

There is nothing in the California Electrical Code to that effect. The CEC is an ammended version of the 2002 NEC. So only stuff specifically required to be listed is required.

Local jurisdictions will each have their own take on this.

In the City of Irvine, we have an Informational Bulletin that requires equipment to be evaluated by a third party for electrical safety. We have a list of acceptable companies.

Your best bet is to call ahead to the jurisdiction you will be working in.
