Technically, the UL Listing is based on the way the product left the factory,so everything we do to it is a field modification.
It is up to the AHJ to decide if a field modification negatively impacts the product.

Hmm. So this is completely subjective? Or are there some form of guidelines of what’s allowed
A typical guideline might be the product standards.

Say the OEM lugs provided 3/4 inch clearance from the set screw to the enclosure, while the listed lugs you install reduce the clearance to only 5/8 inch. Who do you want to say this is acceptable? The person selling the lugs, the manufacturer of the equipment, people on an internet forum, someone that has seen your installation, or the UL standards showing minimum clearance requirements

Some panel mfgs have different lugs that are available as catalog options, those would be allowed
In my opinion, you can use a listed lug if you can find one that will work. But many mechanical lugs are only recognized and you cannot use a recognized component in such a way.
