UL Marking classification (Haz Location)

One is not "most safe". Each term has its own purpose.

UL Listed means the item can be used just as it is.
UL Recognized means the device must be used with a second device (for example, a plug-in unit must be used with some type of base device).
UL Classified means the device is tested for a limited application (for example a classified circuit breaker is tested for use only in specific panelboards).

This all goes on being installed according to the manufacturer's installation instructions as well. (e.g. receptacles should be in boxes that are permanently mounted, not connected as part of an extension cord ; light fixtures that specify ceiling mounted must be mounted on the ceiling)

Just my two cents.
