7.1 An industrial control panel shall:
a) Be constructed so that it complies with the rules for installation and use of such equipmentas given in the National Electrical Code, ANSI/NFPA 70-1999;

What does this mean?

I have always interpreted it as meaning that if UL508 does not say something else then what is in the NEC goes, but it does not actually say that.

Or does it only mean that such a panel only has to comply with the NEC rules for industrial control panels?
 
Don't know, I'm not looking at older versions now, but think that the Industrial Controls Panel article is much newer that that (1999).

But otherwise, yes, from what you've posted, sub-section (a) seems to only require compliance with NEC 1999.
