UL508 and 698 compliance

Our contractor installed Local Control Panels/ Stations in classified and non-classified locations.
Do these panels require to bear the labels of UL698 and UL508 respectively?

The panels have UL labels for hazardous locations and the contractor is asking if this can waive the requirement for UL508 and 698. is this acceptable?

I am not sure what you are asking.

The UL label for ICP in non-classified areas is UL508a.

UL698a has to do with ICP either installed in classified areas, or installed in unclassified areas that uses barriers to extend circuits into classified areas. Whether you can install a UL698a panel in a classified area or not depends on the actual label.

I think you can always install a UL698a panel in an unclassified area.
