UL508A, ICP's and Junction Boxes

I have some familiarity with UL508A and what an Industrial Control Panel is.

However, what I typically would call a junction box would have terminal blocks and wire coming in and wire going out. No power or control components. Does a Junction Box like this need to be UL508A listed?
 
Not currently a UL508A shop. Worked at a couple in the past. We labelled every electrical enclosure going out the door.

Perhaps I need to re-word my question. An Industrial control panel is defined as "an assembly of two or more power circuit components, control circuit components, or any combination of power and control circuit components."

This refers to "components". Would terminal blocks and wire be considered components?

If a junction box is an ICP, then how is SCCR calculated when there are many different branch circuits and power sources coming in and out?

I have never experienced an AHJ consider a simple terminal box to be an ICP requiring a separate listing (the box itself must be UL-50 listed). Terminal and distribution blocks all by themselves are not considered part of the “component count” unless there is at least one other actionable component. I HAVE been burned by using the type of DIN rail mounted terminals that have a little relay built in though, because those are relays that are controlled. Honestly, I should have known better…

SCCR never includes control circuit components, only power. Technically SCCR counts even for power terminal blocks, something often missed. If you dig, most power blocks that have more than 10kA SCCR require them to be coordinated with whatever OCPD they were listed with, often fuses. But since (IMHO) a terminal box is not an ICP, labeling showing the SCCR is not required as it is in Article 409.
