UL508A Table 10.1 & 10.2 - Spacing

In UL's 508A training example for Section 10 Spacing they shows (3) 480VAC 3-Phase insulation distribution block, which would fall under the feeder circuit spacing requirement Table 10.2. My question is what is considered to be an "uninsulated live part"? Are all insulated terminal blocks and insulated distribution blocks considered "uninsulated live part"?

if you can touch it and get a shock it is an uninsulated live part.
