Un-insulated Service Neutral

Hey Guys, I'm doing work in a neighborhood down here in New Orleans. I'm noticing an un-insulated neutral conductor being run by the local utility to the service mast. The home owner's all have a insulated neutral running up the service mast but where is splices to the utility drop, the utility ran an un-insulated conductor from the transformer. Is this an old practice or am i missing something? Help a brother out!

The neutral can be uninsulated right up to the service disconnect even in a raceway down the side of the house.

That bare conductor is also connected to your meter base, electrodes, water piping, etc., so there's no touch hazard.
