Un Supported 4/11 ?

I seen an installation the other day which I thought was a little strange and ask. Are you going to support that box?
The 4-11 had three 1" emt with set screw fitting. The raceway supports varied in distance from box. All within three feet. One in each of three sides. This outlet was for splicing only. This box was above a suspended ceiling.
The response was, not required as long as there is three pipes in the box.
I was under the impression this did not apply to emt and a outlet (4-11/16, 2-1/8 deep) that had no hubs.
This was repeated four times adjacent to each other.
Four home run pipes with pull boxes teed off of hanging out in mid air.
Then another set with four pipes, two in one side and two out the other.

So I went um.
 
I went home and read through artical 314. I'm not finding where this is legal. Reading closely 314.23.
I'm I missing something.
 
In order for the box to be supported by the raceways there needs to be threaded hubs not EMT connectors.
