Is there a code against having a 100 amp outlet in an access (h20 rated) box with no ground fault protection in a public park?

The only requirement for ground fault circuit interrupter (GFCI) protection is limited to 15 and 20 amp receptacles on 120 volt circuits. Reference 210.8. What kind of application (i.e., 100 amp) are you describing?
