Given a C1D2 classified location (lighter than air gas)

If the below ground location is unclassified and the above ground location is classified then this unclassified to classified interface area creates a boundary. A boundary needs a boundary seal. This means that a seal would be required at each end of the conduit, above ground and within 10 feet of where the conduit emerges from the ground. What does that protect?

If the conduit was installed above ground, then no boundary seal would be required...

Is the above situation only for more than one "source" or hazard which is classifying the areas?
