Good Afternoon,
We have a project where we are installing new light poles on the top of a retaining wall. I would like to surface mount schedule 80 PVC to the interior of the wall flush with grade and penetrate in and out of my concrete light standards. Would this be a code violation of 300.5. Does schedule 80 PVC fall under column 2 or 3?

It falls under Column 3.

IMO, you would be in violation. With the top flush with grade, you would not be considered buried. However, the run(s) would be concealed. "352.10 Uses Permited (A) Concealed. PVC conduit shall be permitted in walls, floors, and ceilings."

So you either have to bury, or run exposed.
