Underground cover requirements

I was wondering if I could get some help on depth for DC conduit 600V max.

We were unable to get to 18" of cover on some PV Source Circuits with maximum voltage of 600V in PVC Sch. 40 conduit..

In 300.5 would I be looking at Column 3 at a minimum cover of 12" with 2" of concrete on top of conduits?

Yeah I wanted to make sure I am reading right. We have an inspector who seems to be really fighting us.

I read that I can install PVC Sch. 40 conduit with 12" of cover as long as it has 2" of concrete on top. Am I missing anything with that?

He is saying it cant be PVC and needs to RGC and have 3" of concrete on top.

You are correct. You can even go less if using RGS or IMC. Ask him where what he is saying is stated in the table. I see nothing matching those figures.
