Underground Elbows

Most of time spec for underground PVC reads "elbows to be RGS conduit". It's not specific saying elbow turning up from underground ot aboveground.

Is it necessary to provide these RGS elbows for 90's that remain underground( horizontal bend) and if not why?

I know they are worried about pulling tension and busting through the elbow.
 
i've used them and, at the time, they were more expensive than steel but they were available with integral PVC couplings reducing install time and they were lighter as I recall.

Way lighter. Lighter than PVC even. An awesome product that just hasn't gotten any footing.
 
The only pertinent Code Section I can think of is 250.80 which requires metal raceways to be bonded and exempts metal components underground with 18" of cover.
So if you have a metallic elbow in a PVC run and it is not 18" below grade the fiberglass elbow would make even m ore sense.
