Underground fiber network planning for future broadband development

Hello,

I was wondering if any engineers out there know of some resources where I can find info on developing a standard for placing conduit and splice points for neighborhoods and business in a nearby county for future undergrounding of utilities when major road work is planned.

We are tasked with creating a policy that will be used when major repaving or development is undertaken so that overhead utilities are under-grounded and provisions are made for broadband fiber or cable.

The local telco is going through some management issues and do not have time to be involved at this time. They are aware that the county will move forward with them or without.

The project is funded through ARRA and other grants
 
Just one thoght. You could ask the big players in the industry if they would like to "participate" in the development of the standard. Big players are service providers (Comcast, etc.), service wholesalers (Williams, etc.) and cabling contractors (Burnip & Sims, etc.).
