That's the second or third time I've heard mention of cable with filler like that. I haven't seen it myself, but that sounds almost counter-intuitive. A gel designed to repel water that seems to wipe off as if water soluble. I guess the cable manufacturers know what they're doing, but it's a head-scratcher for me, at the moment.
