Nope at least as far as the Cat 5e, I don't know about the RG6

You can get Cat 5e or Cat 6 for underground use.

For what it is worth the NEC does not require that you use the right cable.
 
Normally the phone os cable co take care of their wires coming in....However not on this job....Th previous units were hit with pipe underground and I want to talk them into Direct burial.....One of those nobody knows what going on jobs....

Citrus wipes do an excellent job. Don't need to clean RG6, though.

The last 5e I bought was "flooded" with something that looked like hand cream...you could just wipe it off with a paper towel.

That's the second or third time I've heard mention of cable with filler like that. I haven't seen it myself, but that sounds almost counter-intuitive. A gel designed to repel water that seems to wipe off as if water soluble. I guess the cable manufacturers know what they're doing, but it's a head-scratcher for me, at the moment. It sounds like a good thing from an installer perspective, though.
