In Article 300.5(D)(1) ......to a point (8ft) above finished grade. How does this apply if when you are running a feed from the basement to say the garage. Coming out of the basement you are only 12-18 in. from the ground, coming into the garage 12-18 from the ground. Is this saying I have to be 8ft above?

No, it's saying the portion up to 8', if it goes that far.
