Underground metal water pipe

I have plans which are for commercial warehouse with fire pump, sprinkler piping. The plans says the extent of underground domestic water piping for this project do not meet the qualification of grounding electrodes as stated in NEC 2014 section 250.52(A)(1).

I am wondering opinion if above statement would mean to be same as saying their are no underground water metal pipe at this site which qualify as grounding electrode as stated in NEC 2014 Section 250.52(A)(1)?

I agree with you based on what you've posted. IMO it's likely that a warehouse would have 1/2" or larger rebar in the footing so a CEE is all that is required if there is no water pipe electrode present.
