underground meter locations

I talked with representative of comed a local electrical utility company , today regarding the location of a underground meter location. She informed me that the location that i selected has to be at least 3 foot from a window well. i told her the NEC code applies to a overhead installation and for open cables. not for a under ground installation which is in pipe and a NEC approved enclosure. can anyone tell me otherwise and what NEC code can i use to show her otherwise?

What does your poco customer handbook state about meter clearances?

Poco is power company. Most have a handbook on how and where cash register (meter) is installed. If you get it wrong they won’t connect. The NEC does not require a meter….
