underground outlets

I work for a municipality that has some new construction going on. the contractor has installed 100 amp pin and sleeve receps in h20 rated access boxes in a park. there is no gfi protection on these outlets. we have 100 amp rated w/p panels that temporarily plug into these outlets to provide power for events. is it a code violation to have these 100 amp outlets in the ground without ground fault protection.

Nope. 15 and 20 amp 125 volt receptacles outside 210.8, and 15, 20, and 30 amp receptacle outlets that are themselves temporary need to be protected 590.6(B).

These feeder connection points do not need protection. If they are on a large 480 wye system there may be upstream protection 250.95, but I doubt that.
