In my area, the answer is no. However, and practically speaking, many excavating contractors install the PVC for a service in my area without problems. They will run it from the pole to the house and stub it up, and let the electrician finish the rest of it.
In my area, excavators are about the only ones who install underground service conduit. PoCo does no "dirt work" and electricians are expensive ditch diggers. No offence intended.
If you wanted to be hard-nosed about it, the answer would probably technically be 'no'. Myself, I prefer if the XK does run the pipe. I'm not exactly compatible with ditch work.
In WA state, the answer is no. It was tried and challenged by a dirt contractor. They lost. Personally, I don't like giving the work away. They can dig the ditch, but I'll put the pipe in it.
I am not too comfortable letting a ditch digger place my pipe into the ground. Most of the ditch diggers don't care if the pipe is laying across a nice sharp rock. I guess they figure if the pipe gets smashed, they either get more work digging it up, or they figure it's not their problem. I guess I just don't trust anyone but myself.
Here POCO or sub for POCO brings latteral to our service gear in SFR.In commercial it differs depending on specs,sometimes they do it all or we stub for XFMR.
Me personally,if you can duct tape a shovel on a sawzall well maybe I`d consider it.
