Underground SE conductors - splice

Situation:

Original meter base located approximately 4.5 feet above grade on side of home.
Previous owner installed a deck, and the top of the deck is approximately 1" below the meter base.
I will have to do a service upgrade on this dwelling, and would like to cut the PVC conduit UNDER the deck and insert a junction box in the conduit and extend a new piece of conduit up to required height above the deck, splicing the conductors in the junction box underneath the deck.

I know article 230 does permit splicing of SE conductors. I can't find anything preventing this installation. Does anyone see a problem with this?

John sevice laterals and Se conductors can be spliced 230.33 and 230.46 in accordance with 110.14, 300.5, 300.15 If it is the lateral call POCO they usually take care of that end.
 
Yes, it's a lateral, however the POCO involved will not do it. They say it's the owner's problem. I'm trying to avoid excavating to keep the cost down (not to mention the hassle of digging a trench under that deck).
 
Interesting. The lateral and drops are their responsibility and usually will work with you. Are they going to kill it at the ped. or xfer????? "I hope" If so talk to one of the linemen or "linespersons" while they are there....they may take care of it on reconnect.
 
The only problem I see is that the POCO may not want their meter reader

to have to go on the deck to read the meter. You may want to check the

POCO rules first.

Different POCOs act funny, Greg. This doesn't sound all that unusual. They'll probably cut the feed when requested, and turn it back on the same day.

I share Frank's concern about the meter-reader deck thing, I was thinking the same thing. Better get the POCO rep onsite before the big day, IMO. :)

Around here they will turn it off at your request but will not reconnect without an inspection tag frome the AHJ.

Same here. If you have the POCO disconnect, you better have a inspection sticker on it before you call for re-connect or you might have a very un-happy customer.
