underground service grouinding wire

I have an underground service over 200 ft from meter socket which will be pedestal mount with a 200 amp main by utility transformer do I need to run a grounding conductor in with my feeders I am pulling in 3 250mcm aluminum xhhw cables because of distance to feed a 200 amp panel in the home athere will be a 200 amp breaker in the house panel also. If so what size
 
Yes or No. If the AHJ considers the meter/main pedestal and the dwelling to be separate structures, the wiring requirements in 225.30 would apply. If the AHJ does not consider the two separate structures, the circuit to the house would be a feeder and would require an EGC. This would be sized from 250.122(B).
 
Does it meet the requirements of underground conduit wire?
Also the EGC and neutral may not need to be 350 MCM. Why is it so large?
It could be as small as 1/0 Al, sized per 250.66 or Art 220.
