I will be installing a 200 amp service direct bared ( 24" deep ) the inspector wants me to use a 90 when coming up to the meter base. I cant find this in NEC 2014. ( pvc )

No such requirement in NEC.

See 300.5 (D)(1) where it says enclosures/raceways only need to go to the minimum required covered depth - but in no case need to go more then 18" deep. End your raceway at 18" below grade and you are NEC compliant. It will need bushed fitting of some type on the end of it, but so would the elbow if one were used.

Our POCO used to require a 90 then found they had more damage from groudn settling when they had the 90 than when they did not.
