underground service

I live in upstate NY. I want to upgrade my electrical service from, I dont no what. because there is no main breaker. The meter has a 100 on it but not sure if thats the rating or not. Is it like doing a service thats overhead? is the wire in the ground good for 200A. If I have to replace the wire, Do I have to put 2" pvc in the ground, and how deep does it have to be? Just one ground rod and bonded to the water service with a jumper? what size ground wire?thanks Joe
