Underground Steel Tank Grounding

A project I am working on will have empty underground metal storage tanks to capture SFFF fire suppression chemicals in the event the system activates. Does the tank need to be grounded? I have seen situations where a ground ring is installed and the metal tank bonded to this ring. I believe this is not required but would like to get some thoughts.

Is the metal of the buried tanks in contact with the earth? If so, it seems to me that they would already be more effectively grounded than anything that could be done with rods or a ring.
