Underground Stub-up in front of Control Panel

Hello,
Wanted to get an opinion on this . We have underground stub-ups stubbing up right in front of control panel located on a skid . The control panel is in Class 1 Div 2 area -- so seals would be required . Stub-ups are from underground duct bank .
With the seal on the conduit the control panel door cannot be opened as the seal would be obstructing it .
What is the work around ? Note that the stub-ups are encased in concrete in the foundation -- so conduits cannot be relocated . Any ideas are appreciated .
 
I may not understand the question correctly, but I have had a similar problem with clearances to a buss in a cabinet and found the manufacturer has a "stand" or "collar" that will raise the cabinet 12". Just have to be careful of the 6'7" rule.
