How do underground HV systems react to storm surge (flooding)?
Can flooded pad transformers be dried out or do they need replacement ?

The transformers are sealed. I've seen them floated over after a storm flooding. Generally speaking they are under vacuum.
Put them back on the pad and heat them up.
The elbows are tested and have to withstand being underwater something like 6'.

The ONLY real problem I saw on storms was incorrect terminating of the jacket/concentric neutral. It wasn't sealed properly so it was letting salt water invade the spaces between the jacket and semi-conductive layer. Not an issue at the time but more down the road issue..
