Underground Utilities clearances

I am from California. I was wondering if there are any codes for clearances between underground wet and dry utilities? I have been suggesting 2-3 feet from wet. Any help?

I am designing for a school. So the primary from SDGE will come to switchgear. From the switchgear we will be going to a distribution. The secondary feeder is on school property. I guess I dont need SDGE standards, just code restrictions.
