Underground water pipe grounding electrode

I have drawings that show underground water pipe inside townhome and notes that the water meter is outside.

Question does the outside water meter require bonding jumper around it to be continuous or not?

How much metallic pipe is buried between the meter and the building?

Who owns the water pipe on the inlet side of the meter, and on the outlet?
Would the water company let you install a jumper on their pipe?
