Underground wet location

Is a conduit run under a house concrete slab from a wall to a kitchen island considered a wet location? If it is can someone explain the rationale? Damp would be a stretch.
 
Over a period of time it is not at all unusual to find water in most any buried conduit. It may accumulate from leakage or condensation.

It will get wet as Gus stated. Now if you asked me if I thought there may be an issue with it functioning, then I would say No, at least not in your lifetime. I have seen nm underground last for over 30 years. It is, however, not compliant.
