undersized 2/0 instead of 4/0 found feeding 200amp service

if 2/0 was left to supply a 200 main house panel,(appears panel was previously updated from 100amp)would this undersized feed result in more power usage shown on the utility meter?
(and yes, it has been replaced withe proper 4/0)
