Actually that will be one sentence e.g. "Every circuit breaker shall have dual function AFCI/GFCI capability."

That would be simple, but not consistent with exceptions, informational notes, and circular references to proprietary standards locked behind paid firewalls.

The National Fire Protection Association will likely continue avoiding standard formulas for proprietary cross-referenced tables, and require a key-word search to find context of definitions across nearly 1000 pages. Without application authority, such as citations to NECA standard guides, AHJ’s will continue interpretive invention to fill in information gaps.

While electrical-trade magazines feature code articles and illustrations riddled with errors, sacrificing their editing department for new executive compensation, the International Association of Electrical Inspectors (IAEI) also has continuing education at local chapters. The qualified CEU's can help settle interpretation between municipal inspectors, if chaired by seasoned planners with electrical contractor backgrounds.

The combination inspectors with several different building code standards on their plate regard NFPA-70 as the most difficult code arrangement. In order to see light beyond the tunnel, inspectors are advised to bend over backwards, pay ~$1200 USD out of pocket, and travel cross country to rub elbows with NFPA code-making panel members.
