Unfinished Garage Conduit

I have a friend's dad that is adding on to his detached garage. The garage is to remain exposed. As I have mostly been in industrial work the last ten years, I'm a little rusty on my residential/commercial code.

1) He wants to run PVC conduit with metal junction and outlet boxes. I can't find anything so far in the code that says he can't do this.
2) He wants to run Romex for all of his lighting. I know he can do this as long as he stays tight to the framing members and isn't crossing air gaps, and none of it will be run down walls, where it is susceptible to damage. Running to junction boxes that he can drop his power and switch legs to.

Simple questions for residential and commercial guys probably, but I've been in industrial maintenance and new construction for a long time.

Any guidance is appreciated!
 
The PVC and metal boxes is an okay combination as long as you terminate with EGCs.

The rest sounds okay.
