Does 250.32 (b) (2) permit an uninsulated grounded conductor (neutral) in non metallic conduit or overhead SEC cable per 338.10 of the NEC?

No, 250.32 (B)(2) is qualifying bonding downstream past the service disconnect (the rule is no bonding past the service disconnect unless it meets all the criteria of 250.32(B)(2); this is to eliminate parallel neutral current where it does not belong). Also notice 250.24(A)(5) and 250.142(B), again this is to eliminate parallel neutral current on non current carrying conductors the grounded conductor is a current carrying conductor. All current is to be contained on an intentional conductor.

It has to be insulated notice Article 200.
 
I can think of few, if any, new situations other than services where you would have a grounded conductor without a grounding conductor so a bare grounded conductor would, IMHO, be rare. That said, I see nothing in Art 200 which prevents uninsulated grounded conductors. I may, of course, be mistaken.
 
Aerial can have a bare neutral but not in conduit, regardless type of conduit. There?s no way to contain current on a bare conductor in any type conduit therefore a bare neutral in conduit will violate 250.6 & 310.2, at minimum, (Article 200 does not specifically permit the grounded conductor to be bare inside a conduit).

We are charged to install correctly and safely items intended in the use of electricity. Current must be contained on properly sized and installed conductors to be safe. And again Article 250 gets very specific regarding bonding the grounded conductor.
