Unique low voltage pool light - advise needed

My friend in the UK has invented a radically different type of pool light. It is a low voltage, 'dry niche' type and the bulb is changed via a flush mounted deck box on the pool deck. We have a world wide patent on this product and are trying to bring it into the US, but are struggling to comprehend the US coding requirements as they differ significantly from Europe.

My understanding is that the deck box must be at least 4' from the pool wall. However we are struggling to understand the grounding requirements (in Europe no grounding needed for LV pool lighting) if everything is double insulated - which this product is.

We have a metal light reflector in the 'dry-niche' - everything else is plastic. The central umbilical cord and bulb shroud is stainless steel and stainless braided tubing. The deck box is obviously plastic sealed with double o rings to prevent water entering during eg pressure cleaning.

Any advice would be much appreciated.

The NEC is an installation standard not a product standard. Have you consulted a Nationally Recognized Testing Laboratory here in the States? They will let you what standards the equipment must meet for proper use and installation...

thanks for the info, but what I am trying to do is design into the product the grounding points (that do not exist for the European market) if they are needed for the US market. If they're not needed in the US then I'll simply submit it to UL for approval. However reading the code makes me wonder whether I would need to ground the stainless metal reflector (even though double insulated) and/or the deck/junction box which will be mounted in the pool deck itself.

I don't want to (nor can I afford to) submit to UL only for them to mandate changes to meet code and then have to resubmit.
