Are there any code required that unit heaters serving emergency generator room need to be on emergency power?

Not that I am aware of.

There is nothing in section 2702.2 of the IBC that requires unit heaters in emergency generator rooms to be supplied by emergency power.

You gotta figure that if the generator is running, then it would get rather warm in the room, so any heater in there would not likely be calling for heat.

The generator sets only need the heat to facilitate easy starting of the engine --> many of them also have internal block heaters as well.
