My wife hired an electrical contractor to upgrade the service on our son's out-of-state house. The contractor ran the GEC through a drilled hole at the bottom of the new panelboard located on an exterior wall. No connector was used. The bare copper conductor is wire-tied to a water pipe for a couple of feet, then runs about 10' over dirt, unsecured and unprotected, to the buried grounding rod. 250.64 (B) (4) says the GEC should be buried or protected from damage. The inspector signed off on the job, and the contractor won't respond to me. I can't see any way the GEC won't be damaged laying on top of the dirt in a planter. Am I wrong on this?
The contractor also used wood scraps and two-hole straps to secure PVC conduit to the exterior wall between the meter and weather head. (I would have used rigid and unistrut) The wood scraps won't last long and it looks terrible, but does anyone know if it is a code violation?
There are other issues but this probably isn't the right forum to address them.
