unsafe pool

my sister lives in a two family house that has two federal pacific main panels and two federal sub panels.the landlord knows about the panels and won't replace.she has a pool that is ran off an extension cord and the pool is'nt bonded.the landlord does'nt live there an won't fix it what should i do.

Whatever you do, do not fix anything yourself. It's the landlord's responsibility, and you don't want to be mixed up in it. Your sister should probably consult an attorney specializing in landlord-tenant problems, because the law varies from place to place. However, it is likely that your sister is not obligated to pay rent as long as a building code violation creating an unsafe condition exists on the property. The FPE panels are not a code violation, and there is probably no legal means to force the landlord to replace them. However, it sounds as if the pool wiring was probably not compliant at the time it was installed. If that is the case, then the landlord may be compelled to repair it before collecting any further rent. However, your sister should probably seek legal advice before withholding rent.

Be aware too that even if your sister is legally right, any "waves" she makes can make her landlord vindictive and make her stay at that property a living hell. At the least, she could face a rent increase because of "property improvements."

Here in Cali, landlords basically have ALL the rights and can run roughshod over the tenants for ANY reason..no matter who's right.

Safest bet is to vote with your dollars..if the property is unsafe or a dump, move out.
 
You said "she has", is it your sister's pool? What type of pool? Is it a storable pool by definition in 680.2? If so, it does not require bonding and the pump may contain a cord up to 25' in length. If the pool meets the conditions of 680.30 it may not be unsafe at all.
