Unusual fitting

Not sure what the best forum would be for this, but this seemed the closest.

Went to look at a residential job today, and while I was sitting in the drive waiting for the HO to show up, I saw this on the neighbors meter:

I've never seen a fitting like this. Pipe seemed to be rigid or IMC. Anyone got some info on it?

I've seen something like this before, I think it is a reducer for the Service Riser.

pierre lmao...it is old school set screw adapter and that is old meter base..maybe that is sign of maturity....good thing I am in good with God, this is temporary gig..
