It would be a local amendment adopted by the AHJ. And it varies from jurisdiction to jurisdiction.

Most government contracts I have ever done had to be brought up to the latest and greatest, with economy defined through out the contract, not everytime but almost, we did a few park houses (historical) that they wanted all 20 amp circuits, no existing wire to be used, and as much as could be, removed, all energy efficient fixtures and such, even the well had to have a VFD for constant velocity pressure control.
By the way the goverment is the AHJ on that project.
Don't buck it, go with the flow and you will make money, even though we all pay for all this extra work.
