upgrade 200amp service to 400

hey, im upgrading a 200 amp to 400 amp service in a church. wondering if putting a ct cabinet& meter ouside is right and inside putting an I-line panelboard inside with a 400 amp main. then refeed existing fuse boxes from that and feeding a new 200 amp panel a for new addition.

I can't think of a problem with that, except the $$.
Is the existing service 3phase or single?
I did one where the older part of the building was single ? and the new part required three ?. We mounted the disconnect for the old part right next to a QO panel that supplied the new part.

Your local utility will be able to let you know about your metering questions. As far as the best type of service panel and how to re feed the existing building this should be looked at by an electrical engineer for the best possible solution. You will have to pay them but you will look better to the customer because you have gave them a well designed and professionally installed electrical system the first time.
