Code requires a EGC along with the feeder, it technically doesn't even have to be a insulated conductor, it could be raceway, although of course in that application, most use an insulated copper conductor as an EGC run with the L & N.

If you want to comply with the IEEE, TIA, Motorola, BICSI or other such standard, you can, but it is not code required.
