upside down breaker

200A meter main with one 100A breaker right side up and the other is upside down. Service was put in some time in the mid to late 70's. From what I understand artice 240.81 in the 1975 NEC only applied to switchboards. In the 1985 NEC this changed to include panelboards. Since we did some new work we are responsible for this non-code compliant meter main and will not pass our inspection until its brought up to date.

Question: Is there a breaker out there that was designed upside down to make this panel code compliant. I hate to replace there service because of one stupid breaker.

So the AHJ said fix it? If so IMHO all you can do is ask him to allow it continue because it does not present a safety hazard and you believe that it is grandfathered.
