Upside down receptacles

Many engineers call for receptacles to be mounted ground prong up. The rational being that if a conductor of some type manages to fall on the plug and slides inbetween the plug and the receptacle, the phase and neural are less likely to be shorted out. Does the code have anything to say about this?

i.e. As far as the code is concerned will either way do?

It doesn't really matter in most applications, but there's a few situations where it makes a difference. For instance, I've been told that the retroencabulator will only work if it is plugged into a receptacle with the ground prong up.
